Working at Heights Training
In 2009, a catastrophic incident occurred which changed the way working at heights training was presented.
Picture this: it was Christmas Eve. Six workers were on a swing stage set up at an apartment building. The next thing they knew, the swing stage fell out from beneath their feet. Of the 6 workers, 4 fell to their death, 1 sustained a life-altering injury, and 1 was seriously injured.
Why did 2 survive? One of the landed in a manner that he was able to survive. The other one survived because he was tied off to a lifeline and was able to get to another balcony.
The proper set up for a swing stage is a lifeline for each worker on the platform, as well as one for the platform itself. In this case, those safety requirements were ignored.
During the coroner’s inquest, it was discovered that the workers had not received proper working at heights training. As a result, Ontario legislation was changed:
- Working at heights training is now mandatory for anyone working in construction.
- The program must be approved by the Ministry of Labour (now the Ministry of Labour, Immigration, Training and Skills Development – MLITSD).
- Employers must use an MLITSD-approved training provider.
